Community Health Assist Scheme (CHAS)

The new Community Health Assist scheme (CHAS) to enable older, lower-income Singaporeans to be treated at private general practice at dental clinics at heavily subsidized prices now covers 77,000 people, revealed Minister of Health Gan Kim Yong in Parliament on Wednesday.

However, the number of people now on the scheme is still a fraction of the 710,000 island-wide who are eligible.

CHAS was introduced in the beginning of the year to allow more Singaporeans to be eligible under the scheme.

From January 2012, the scheme is enhanced with the broadening of eligibility criteria and the creation of 2 subsidy tiers. The qualifying age is lowered from 65 years old to 40 years old and the income criteria is raised from $800 to $1,500 per capita monthly household income. The 2 subsidy tiers created are the CHAS Subsidy Blue Tier and Orange Tier.

The subsidies provided by the government are stated as follows:

Tier                           Acute illness                           Chronic disease

Blue                       $18.50 per visit                  $80 per visit, cap at $480 a year

Orange                            NA                           $50 per visit, cap at $300 a year
